Political Newcomer Wants To Be Moncks Corner’s Next Mayor

MONCKS CORNER, S.C. – In less than a month, Berkeley County voters will head to the polls in several municipal elections.

In Moncks Corner, residents will vote for commissioner of public works, town council and mayor.

Since 2015, Michael Lockliear has served as the town’s mayor. However, this election year, he faces competition from political newcomer, Thomas Hamilton, 58. Although the Navy veteran has never served in an elected role before, Hamilton believes he is the best person on the ballot to lead Moncks Corner into the future.

As mayor, Hamilton says some of his priorities will include preserving the Biggins Biking/Hiking trail, revitalizing Lacey Park, addressing first responders’ pay concerns and advocating for smarter growth.

To allow voters to get to know him better, Hamilton recently took part in a Q&A by The Berkeley Observer.

1. How long have you lived in Moncks Corner?

I have lived in the town for two years; however, I have lived just outside of the town limits for 30 years.

2. What is your educational and professional background?

I am a graduate of Apollo High School in Owensboro, Kentucky, and I immediately enlisted in the U.S. Navy where I underwent extensive training in mechanics, firefighting and damage control. Over the past 34 years, I have worked in various skilled labor positions, and I am currently working as a metrology specialist. I perform calibrations across our plant. Additionally, I’ve accumulated numerous hours of team-building courses which would be invaluable in a role such as mayor.

3. Are you active in your community? If so, please elaborate.

Yes, I am actively engaged in my community. I regularly clean up trash along West Main Street, serve as a member and past Commander of the American Legion Post 126, attend various town events and make an effort to support our local small businesses. Additionally, I enjoy playing tennis on Mondays, Wednesdays and Fridays with a local group of enthusiasts.

4. Have you ever run for political office before?

No, I haven’t run for political office before and it was never something I had considered until now.

5. Can you describe how you think Moncks Corner has changed over the years – for better or worse?

Moncks Corner has experienced both positive and negative changes over the years. On the positive side, developments like the Miracle Field and the Rec Complex have brought value to the town. However, there is concern that the towns rapid growth, including annexations and large-scale developments may be outpacing the infrastructure like roads and schools. Some citizens oppose this pace of growth and there is a worry that Moncks Corner is aiming to become the next Summerville with all of their congestion.

6. What has prompted you to run for office?

I’ve decided to run for office because I’m concerned about transparency and fiscal responsibility in our local government. I’ve noticed the mayor’s salary has seen a significant increase over the last four years, over 208%. In 2022, the mayor received a 61% the same year that the town raised taxes on the citizens and small businesses by 15%. As a part-time mayor, he makes as much as some of our full-time employees which does not seem equitable. Additionally, the fact that he has a job with the Berkeley County Sheriff’s Office while receiving a town-supplied SUV while some of our workers need to work a second job is an issue that needs attention and resolution. We have to do better for our town employees.

My wife is Carolyn Huggins Hamilton, who was born and raised in Santee Circle. She’s been a dedicated small business owner in Moncks Corner for over 25 years, where she owns Hands on Therapy and passionately serves her clients. Carolyn has achieved the honor of being voted Berkeley County Massage Therapist of the Year multiple times.

Our family includes her son, Richie, who has a daughter named Cecilia (CeCi), age 10. I have two sons; Alex my oldest has a son William (Billy) who is 8 years old. My youngest son, Dallas who is engaged ( Leanne ) so we are excited about the prospect of new grandchildren in the future. We really do try to enjoy as much family time as possible.

10. Anything else worth mentioning?

When I grew up we did not have it easy and I have worked since I was young. I used to push around an old Montgomery Wards lawnmower and mow yards for $5.00.

I had a newspaper route that I would have to ride my bicycle in all kinds of weather to deliver.

I had an aunt who had a farm and she would pay me to work in the fields.

I was one who hunted soda bottles to cash them in for candy money.

When I was in high school I got up at 3 a.m. to deliver bulk newspapers and deliver them to the paper boys with my Grandfather.

I have always worked hard for everything that I have ever gotten in life and I will work just as hard to help the people of Moncks Corner if they vote for me as mayor.

My decision to run for mayor is rooted in my belief that our voices are not being heard, when citizens show up against developments that harm their neighborhoods they need to be heard.

I am in this to win so I would really appreciate your vote on November 7.

MONCKS CORNER, S.C. (WCSC) - After days of planning workshops and community feedback, the town of Moncks Corner’s 2024 Comprehensive Plan draft is ready to be brought to the council.

Officials say it’s sort of like a bucket list for the town, and the more than 100-page plan boils down to addressing nine key elements: population, economic development, cultural and natural resources, community facilities, housing, land use, transportation, and resiliency.

The law requires a comprehensive plan every 10 years and to update it every five years. Moncks Corner is at the five-year mark, but decided it was time for a whole new plan.

“We’ve gone from about 6,000 residents to around 15,000 in 20 years,” Mayor Thomas Hamilton said. “So, it’s been a big jump for a small town like Moncks Corner and we don’t want to lose the Lowcountry’s Hometown feel. That’s why we’re being proactive.”

Due to future growth pressures, part of the draft focuses on how to maintain a small-town feel that appeals to both future and current residents.

“The Lowcountry continues to expand, and we hope to absorb some of that but absorb it in a responsible manner, so our current residents don’t feel left behind and that we actually enhance their quality of life from what they already expect from us,” Moncks Corner Community Development Director Justin Westbrook said. “Great fire service, police and recreation services, and that we also add to it for our future residents.”

The mayor said results from a community survey have guided the town to focus on providing outdoor activities residents can enjoy.

“Parks, pickleball, tennis,” Hamilton said. “Things that we can bring value and to have from our residents to be able to do in Moncks Corner instead of getting in their car and going to Goose Creek or North Charleston.”

Westbrook understands that planning and executing are two different things, and said that this is not a book that will collect dust on the shelf.

“You start saving for your retirement now and when you get there it may not be exactly what you envisioned because maybe you can afford more or maybe you have to scale it back a little bit, but this is a book that helps keeps us on that road map to which we’ve already collected the community’s voices, and will hopefully continue to use as we move forward,” he said.

The next step is for the town council to consider adopting this plan, which they will discuss at their February 20th and March 19th meetings. Members will be able to make recommendations to tweak or change certain things as they see fit.

Four new restaurants catering to a variety of tastes are on the way across the Charleston area.

In Moncks Corner, an Italian restaurant called Capy's plans to open at 323 E. Main St. where Chill-N-Grill once operated. The new venue beside Unity Park will open Jan. 22.

The family-owned and operated establishment comes from Jack and Gabby Capocciama and his brother, Caleb Capocciama.

Hours will be 11 a.m.-3 p.m. Monday-Wednesday and 11 a.m.-9 p.m. Thursday through Saturday. A Sunday brunch could be added later.

On the peninsula, meanwhile, a new Thai offering called The Mango Tree plans to open at 396 Huger St. beside the KH Smoke vape shop. Renovations began after the first of the year. An opening date has not been announced.

Also on the way are two new bagel shops.

Ruby's New York Style Bagels plans to launch a fourth Lowcountry location by the spring at 3485 Park Avenue Blvd. in Carolina Park in northern Mount Pleasant. An opening is planned for late February or early March.

The eatery has other locations in Montague Corners Shopping Center on Dorchester Road in North Charleston, in Northcutt Plaza on Coleman Boulevard in Mount Pleasant and in Crossroads Centre on Ashley River Road in West Ashley.

A fifth location is in the works for the planned Marketplace at Carnes Crossroads in Goose Creek where Publix supermarket will be built.

Also in the bagel business, Spread Bagelry is expected to open its second Lowcountry restaurant soon.

The new shop will be on the ground floor of the Hoffler Place student apartment complex at King and Spring streets in downtown Charleston.

The company brought its first Lowcountry restaurant to 1400 Shucker Circle in the Oyster Park development off Ben Sawyer Boulevard in Mount Pleasant last summer.

A spokeswoman said the new venue is ready to open but awaiting final permits from the city.

On the way

A new retail shop is coming to a mixed-use development on Charleston's lower peninsula.

Atlanta-rooted Hutton & Home, offering curated collections of original art, fine home furnishings and interior design services, plans to open in a 3,660-square-foot shop in the spring on the ground floor of The Jasper at 310 Broad St., according to The Beach Co.

The business will join a variety of other shops and restaurants in the 12-story development that includes 25,000 square feet of first-floor retail space, 75,000 square feet of office space, 219 apartments and an enclosed parking garage.

Changing hands

A longtime Summerville business is now under new ownership and a new name.

Oakbrook Custom Embroidery Inc. at 960 Bacons Bridge Road in Palmetto Plaza is now Infinite Creations.

Business

Vicki and Bill Gannon decided to retire and were going to close the 37-year-old shop on Dec. 31, but Ericka Horne, owner of Infinite Creations in the Publix-anchored Market at Cane Bay in Berkeley County, decided to buy the business.

The transaction closed Jan. 2. Horne's second shop will include gifts, etching, embroidery and other items.

"We are working with her to assure a smooth transition," Vicki Gannon said.

No longer tentative

A Pawleys Island-based cafe and to-go market opens Jan. 11 in Mount Pleasant.

Get Carried Away confirmed its soft opening will take place at 9 a.m. at 644 Coleman Blvd. in Moultrie Plaza Shopping Center. Last week, owner Brian Henry said the launch date was tentative, pending a final inspection.

The business offers a variety of menu items for in-house dining or carry out from 9 a.m.-7 p.m. Monday through Saturday. Henry said he's considering Sunday hours during the summer.

2 people arrested, granted bond in Moncks Corner fatal pit bull attack

MONCKS CORNER — Two people were arrested on charges related to the pit bull attack that left a 65-year-old man dead on Halloween.

Moncks Corner residents Shannan Christine McCrackin, 45, and Kenneth Howard Swayne, 44, were booked into the Berkeley County jail on Nov. 1.

McCrackin is charged with involuntary manslaughter and two counts of dangerous animals unconfined on premises. She was granted a $25,000 bond on the involuntary manslaughter charge and $10,000 on each dangerous animal charge. She will be under electronic monitoring while on bond, a judge ordered during a Nov. 2 bond hearing.

Swayne is charged with two counts of dangerous animals unconfined on premises. He was granted a bond of $10,000 on each of the dangerous animal charges.

Neither of the defendants have been able to post bond, Berkeley County Sheriff's Chief Jeremy Baker said Nov. 2.

The charges stem from a fatal incident that occurred just before 5 p.m. on Oct. 31.

David Eller, 65, was walking through his neighborhood in the Pleasant Oaks Mobile Home Park off Old Whitesville Road when two pit bull dogs fatally attacked him, Berkeley County Coroner Darnell Hartwell said Nov. 1.

He was pronounced dead on the scene, Berkeley County Sheriff's Office Cpl. Carli Drayton said in a Nov. 1 email.

The preliminary investigation revealed Eller was attacked unprovoked by two vicious pit bulls that were not contained properly, Drayton said Nov. 2.

“This was a vicious attack on an unsuspecting victim and this should have never occurred,” said Berkeley County Sheriff Duane Lewis. “If the owner of the dogs would have taken the proper responsibility for the safe keeping of the animals, the attack could have been prevented.”

Charleston County Council unanimously passed controversial amendments that exempt Charleston County Public Works from existing tree-removal laws. When these changes were first proposed in October 2023, council was divided and reached a consensus only after months of discussion and compromise.

The amendments, passed on Feb. 27, exempt Public Works from the full site plan review process and Board of Zoning Appeals oversight to remove grand live oak trees for approved highway and storm drain projects.

For projects that impact grand live oak trees, Public Works will go through a limited site plan review with county staff, who will then make a presentation to council members. A public hearing will take place before council votes on requests to remove grand oak trees.

Tree impacts in highway rights-of-way projects will require Public Works to mitigate the loss of any grand live oak “not deemed to be diseased, damaged or dying,” said Councilman Joe Boykin, who has supported the changes since October 2023.

The county will try to replace trees as close to the original site as possible without interfering with power lines or road safety, Boykin said.

“If we cannot do that, then we will pay into the mitigation bank for trees to be planted elsewhere,” he said.

Live oak impacts for drainage easement projects will not require mitigation, he added.

The original amendments proposed in October 2023 didn’t include any site plan review, mitigation and public hearings involving projects with grand live oak tree impacts.

Those who supported the amendments from the beginning said the changes would reduce costs and make it easier for Public Works to complete already approved projects that benefited the public. Those opposed said the changes would make it easier for Public Works to remove grand trees without any bureaucratic or community oversight.

MONCKS CORNER, S.C. (WCIV) — Kay Beilstein, who has been living along Merrimack Boulevard since 2017, sees the construction of new townhomes right next door to her for about a year now - and is afraid of what they could possibly bring to her front yard.

"Because we live in the Lowcountry, we get a lot of rain," she said. "There's a lot of flooding in some areas and (when) these neighborhoods get built, they don't really take into consideration where that water is going to go."

Beilstein says when it has rained in the past, water comes on to the streets washing dirt on to the roads. She believes the new development won't help the problem.

"Right now, (the water is) going to go right on to my property and flood my garage and driveway," Beilstein said. "Hopefully, not the rest of my yard, but it depends on how much rain we're going to get."

In response to these concerns, Moncks Corner officials said, "In reviewing the plans, it appears that on-site and off-site stormwater concerns were adequately addressed."

The approved plans show the entire subject property will catch, detain, and release the drainage to the two ponds the property will have installed. This is accomplished with catch basins in the proposed roads, fine grading around the building pads, and underground pipes running from various points around the property, leading to the central and southern stormwater devices.

The vast majority of water from the site is designed to flow south (away from 119 Merrimack Blvd) to the central pond, then to the southern pond, before discharging at the southern edge of the property into an existing 45-foot drainage easement, according to the approved plans.

Despite this new development coming, Beilstein hopes it won't change the area she loves.

"I'm not looking forward to it," she said. "I do really enjoy my neighbors and my home, but I feel like the town hasn't really taken into consideration that they're ruining our neighborhood for a little bit of money."
